Anne Martin
(Panel Chairperson), Consultant
|
Anne Martin provides expert consulting services with a strong focus on quality development and assessment to clients in the higher education sector, including universities, private providers and government agencies. She works both in Australia and overseas.
Anne has had an international career in senior level positions in the university sector, managing portfolios covering the development and delivery of higher education programs and policies, academic planning, organisational development and academic quality assurance.
Prior to her retirement in 2003, she held appointments as Deputy Vice-Chancellor and Vice-President (Academic) at Deakin University; University Dean for Academic Planning and Programs and Acting Vice-Chancellor for Academic Affairs at the City University of New York; Foundation Dean of the Faculty of Arts and Humanities at the University of South Australia; and Head of the School of General Education at the South Australian Institute of Technology.
Anne has served on numerous institutional and government committees, including the Victorian Higher Education Advisory Committee and the Tasmanian Higher Education Expert Group. In addition to her service as an Honorary Auditor for the Australian Universities Quality Agency, she is on the national auditor registers in Saudi Arabia and Oman. She has had extensive experience in conducting accreditation and quality audits and assisting institutions to prepare for them, as well as in advising institutions and government agencies on the development and implementation of related policies and procedures.
She holds qualifications from Wellesley College (BA) and the University of Wisconsin (MA, PhD).

Robert Carmichael
Audit Director, AUQA

Since joining AUQA in 2002, Rob has been Audit Director for six audits of Self Accrediting Institutions; three audits of State and Territory Accreditation Agencies (STAAs); and in 2006 was Audit Director for the first AUQA audit of a Non Self-Accrediting Institution – the Australian College of Theology.
Prior to joining AUQA, for ten years Rob was the Head of the Office for Quality Education at Swinburne University of Technology. In this capacity he was responsible for the initial development, ongoing operation and continual improvement of the University’s Quality Management System. Prior to this Rob worked in the VET sector as a curriculum development specialist, as a teacher, and as an academic manager, and before that he taught humanities in secondary schools. He is a formally qualified Quality Assessor and a trained quality auditor. In 2004 Rob was also Chairperson of the Joint Steering Group for the AUQF held in Adelaide. In 2008 Rob will begin consulting with the STAAs about the nature of their second cycle of AUQA audits in 2010.
When not engaged in AUQA business, Rob tries to find the time to enjoy family life (such as going for runs with life-partner Annie and the two whippets); going up-country or hiking; listening to classical music, and reading history and/or perusing the “for-sale” sections of classic motorcycling magazines!

Roger Field
Deputy Vice-Chancellor, Lincoln University, NZ

Deputy Vice-Chancellor, Lincoln University, New Zealand, having previously been Pro Vice-Chancellor, since 1993 and Professor of Plant Science, since 1986.
Prior to undertaking senior management responsibilities, a significant research career in plant physiology with over 150 scientific publications.
Major areas of current responsibility include academic policy development and operational implementation, related to the range of activities that impact on students, academic staff and academic programmes. The development of academic quality assurance processes that provide a quality education for students.
A major role in the development of the University’s international business, including internationalisation of on-campus activities, the development of partnerships with international organisations and institutions and ensuring that the University has a strong international perspective.
Currently Chair of Lincoln University’s Academic Board, and a member of the University Council.
A major contributor to academic policy development for the New Zealand university system and the wider tertiary sector. Close involvement in the policy work of the New Zealand Vice-Chancellors’ Committee, through membership of the Committee on University Academic Programmes and the Joint Consultative Group that is the joint policy forum for the New Zealand Vice-Chancellors’ Committee and the New Zealand Qualifications Authority. Currently Convenor of the Sub-Committee on University Entrance for the New Zealand Vice-Chancellors’ Committee and a member of the Learning and Qualifications for Secondary Education Advisory Committee established by the New Zealand Qualifications Authority. |

Harwood Lockton
International Program Director, ADRA Australia

Mr Harwood Lockton is the International Program Director of ADRA Australia, an Australian humanitarian agency that operates international development and Australian welfare activities. He is responsible for aid effectiveness and quality.
Previously he was the Associate Vice President (Academic) at Avondale College, a private higher education provider, where he was involved in issues of course development across a number of faculties, academic quality assurance and benchmarking/best-practice, and course accreditation. In the early 1990s he established and developed the BA degree at Avondale which gave him an intimate knowledge of the accreditation process with the NSW Government Department of Education. He has been an AUQA Auditor since the inception of the organisation.
Harwood has a first degree in Geography (London) and postgraduate degrees in Human Geography (Newcastle, NSW) and in International Development (Deakin). He lectured in Human Geography International Development Studies for over two decades. |

Terry Stokes
Head, School of Government, Victoria University of Wellington
|
Since April, 2007, Dr Terry Stokes has been a consultant working in the Australian tertiary education sector.
Previously, he was General Manager, Higher Education and Regulation for the Victorian Government. In that role he had been responsible for planning, co-ordinating and monitoring the delivery of higher education within the State. Terry was also responsible for registration of Victorian training organisations, and for ESOS matters across the tertiary sector in Victoria.
The Victorian Office of Higher Education was audited by the Australian Universities Quality Agency in 2002. The auditors commended the overall process for managing approvals, its comprehensive documentation, and the high level of commitment and professionalism of the staff.
Terry was educated at Macquarie University and the University of Melbourne.
He taught at Deakin University and the University of Wollongong, and held senior administrative and advisory positions at Monash University, the Australian Research Council, and the National Health and Medical Research Council. Before taking up his position in Victoria in 2001, he had been Pro-Vice-Chancellor at Central Queensland University. |
